The El Monte Promise Foundation is established. The CBI, comprised of community leaders, develops the El Monte Promise Foundation to take on the work as the backbone organization, responsible for convening and coordinating the work of community stakeholders.
El Monte Promise Foundation establishes a leadership structure and Board of Directors and Advisory boards and develops by-laws.
